What is a Statement of Comparability?

Since the introduction of the UK NARIC blog in November 2011, the most popular article we have written is ‘How a UK NARIC Statement of Comparability can help’ . Following on from the popularity of the article, here at UK NARIC we thought it a good idea to expand on the points made and further explain what a Statement of Comparability is, what is can do, how it can help; and perhaps equally importantly, what it is not and cannot do.

What is a Statement of Comparability?

Let’s start at the beginning – the purpose of the Statement of Comparability. The idea is that an individual from overseas comes (or is interested in coming) to the UK to study, gain employment or migrate. In order to do this, they need to prove to the admitting institution / potential employer / UK Border Agency* that they have a certain level of education or expertise. However, understanding the level of the qualifications the individual holds and what they can bring to the table is often the first stumbling block: here at UK NARIC, we can provide an assessment and compare the overseas award to a suitable and fair level within the UK national qualification framework. This will then allow the admitting institution / potential employer / UK Border Agency to understand, in more familiar terms, how the award compares to a UK level of education. The document we provide that contains this comparability, together with details of the awarding body, year of completion and title of award, is the Statement of Comparability.

Is UK NARIC’s decision final?

The comparability itself is merely our expert opinion derived from our considerable knowledge and experience which has been developed in close co-operation with universities in the UK as well as other NARICs and relevant authorities. It is not, as is often mistaken, a legally binding decision. A Statement provides details of the professional rights the qualification confers in the country of origin and forms the first stage in a two-stage process of professional recognition. Professional recognition in the UK is conducted by competent authorities such as the Teaching Agency and the Engineering Council.

Can UK NARIC provide a translation?

Usually, in order for UK NARIC to provide a Statement of Comparability, we request both the original language documents as well as certified translations. However, for certain languages, we can offer our Translation Waiver Service (TWS). The purpose of this service is to allow individuals to send solely the original language documents, thus removing the additional time and expense of certified translations. The full list of languages that are covered under the TWS can be found on the UK NARIC website. It is really important to clarify that the TWS is NOT a translation service – the idea is purely to save individuals time and money by allowing them to send their awards in the original language only.

Does the Statement of Comparability expire?

Another question we are regularly asked is whether the Statement of Comparability has an expiry date. The answer to this is no – it does not! However, as our information is reviewed on a rolling basis, it is possible that an assessment may change over time: new information or evidence may come to light that means we have to review a certain award or even an entire education system. The assessments provided are as accurate as possible, but are based on data available at the time of assessment only.

  1. Well, the first thing to do is get a job! There are all sorts of job websites out there and they all have their own particular niche or unique selling point. We are not in a position to suggest which one is the best, but one thing for certain is that employers use qualifications to determine the skill levels of individuals. A statement of comparability can help make sure that employers in the UK understand the level of a qualification if it has been awarded outside the UK.

  2. I have an immense respect for what UK NARIC does but then I believe it does not have any scientific way to provide equivalence to foreign degrees. It has its own merit system and has no specialists to figure out what an applicant studied, what he/she learnt, what is he capable of. I did GCSE A Level from my home country with fantastic grades, this course is globally recognised and has the same curriculum what UK does teach. Then I passed my 3 years Bachelors’ Degree with awesome division with English Literature Major. The syllabus, modules I studied in English is more vague,vast and sophisticated than what some UK universities have to offer to their students. I specialised again in Masters Degree in English Literature but just did one year and one year was pending because I moved in to England. When enquired to UK NARIC to apply, they immediately said you will be given advanced higher qualification just because I’m from so called third counties? My 17 years of education ends with higher education? Which is not even recognised by any University, it’s so biased!

    1. UK NARIC does not make a binding decision, and our evaluation criteria and methodology for the consideration of awards from overseas are set out in the Code of Practice. The opinion we offer is an informed one, derived from considerable knowledge and experience which has been developed in close cooperation with universities in the UK with other NARICs and relevant authorities in the countries concerned. UK NARIC’s comparability statements are generic, designed to reflect the level of a particular qualification in terms of the national standard of the country in which it was gained in comparison with a similar UK level, but not intended to reflect the level of achievement and competencies of individual students. For this reason, we are not able to comment on the grades you obtained.

      UK NARIC does not take a decision, but offers, on request, an informed opinion, which is the basis of the service provided to individuals applying to us. The UK NARIC Evaluation Criteria and Methodology for the consideration of awards from overseas are set out in our Code of Practice on our website at: http://www.naric.org.uk/index.asp?page=9. Furthermore, we aim to provide the best and fairest service to our customers and no discrimination is made on the grounds that individuals complete qualifications overseas and not in the UK. As previously mentioned, the UK NARIC Evaluation Criteria and Methodology for the consideration of awards from overseas are set out in our Code of Practice on our website.

      Finally, I would like to confirm that if an award is incomplete (as appears to be the case for your Master’s degree), then we are not able to provide assessment. We recommend that you approach institutions directly if you are interested in completing your award here in the UK.

    I came here on dependent visa. My husband is on HSMP tier 1 general visa. we both are working full time.

    I am a Web application developer and i hold a master and bachelor degree in Information technology from India.

    I did all my studies(schooling, graduation, masters) with english medium.
    And my husband did his bachelors with English medium. He is in UK since 2006

    My question is that we are applying for settlement on next month, and as per new rules applied from 28th October 2013,
    anyone applying for settlement need to present:
    1. Life in uk test certificate
    2. having a qualification in English at B1 level or above of the Common European Framework of Reference for Languages (CEFR),
    which includes assessment of speaking and listening or having a degree that was taught or researched in English, or
    being a national of an English-speaking country.

    Recently we have cleared our life in uk test and now we are struggling to get information as how to fulfill
    second criteria.
    We have surfed various sites and came to know that if we present statement of comparability from NARIC then we need not to get qualifications in English at B1 level or above.

    Can you please let me know if it is true. Please guide us.

    1. The UK NARIC English Language Assessment was devised to help provide an indication of English language proficiency for Tiers 1 and 2 of the PBS. We have spoken to the UK Home Office about whether it could be used to support an application for settlement and naturalisation in the UK and we are awaiting a reply.

      We would therefore advise you to check with the Home Office directly (http://www.ukba.homeoffice.gov.uk/aboutus/contact/enquiries/).

  4. Dear NARIC,

    I have an M.A degree in Linguistics and Literature, the university has provided me with the certificate which confirms English as medium of instruction.
    I am dependent spouse of tier2. I need SoC and Language Assessment to support my visa document and as well as I would like to peruse my further education, too. I have five years teaching experience to O’ Level students. I have attended many workshop lead by native scholars on TEFL/TESOL, and Cambridge workshops to assess speaking skill of the students of our institution, and the institution I teach English is second Cambridge Language Assessment Center in town for KET, PET, YLE, etc.
    Please, let me know:
    1. Can my M.A English degree will be considered as more or equal to the UK bachelor degree?
    2. Do I have to apply SoC only or for Language Assessment, too, with separate fees?
    3. Can I give the UK address to deliver my documents or is it important to give address of the
    country I belong to?

      UK NARIC did not receive a reply but the Home Office have made the information clearer on their website, this information can be subject to change and may vary dependent on the type of application that is being made so it is always recommended to check with them to ensure the correct information is being provided.

      For a degree taught or researched in English:

      “You’ll need to provide your original degree certificate and 1 of the following…
      …an original letter or certificate from UK NARIC confirming the equivalent level of your degree, plus an official letter from your university with your name and degree confirming that your degree was taught in English”

      The Statement of Comparability can be used to confirm the equivalent academic level of an overseas qualification.

      Additionally, the English Language Assessment can be used to demonstrate where successful that the level of English proficiency within an overseas Bachelors level qualification taught entirely in English meets a C1 level (Higher than B1)

      I hope this helps but please be aware the above does not reflect an authoritative interpretation of the information presented by the Home Office and we would always recommend contacting them, for clarification where doubt exists.   6. Dear Naric,

    I am in the UK at them moment on TIER2 dependent visa. I want to pursue my further education here from any university/college in the UK .i.e. PGCE. I have matriculation degree (SSC), Intermidiate XII (HSSC), Bachelor of Science(B.Sc), M.A in English, Linguistics and Literature, M.A in Sociology.
    My query has two parts:
    1. Which of these qualifications I need to get statement of comparability in order to get admission in the UK, PGCE.
    2. In my matriculation (SSC&HSSC) the spelling of name is not similar. For example, in Matriculation certificate, and in intermediate certification it’s written Suhail Ahmed, and in all other degree certification my name’s spelling is: Sohail Ahmed. So, there is mistake of one vowel of “U” and “O”. Will it get any problem?

      To answer the first part of your enquiry, although we provide documents that can be used for this purpose, UK NARIC are not directly involved in entry onto courses in the UK but if you are looking to enter into teaching you may wish to contact the National College for Teaching and Leadership (https://www.education.gov.uk/help/contactus/nctl) who can advise you of the ways and requirements for entry into this profession.

      Regarding the spelling of your name in the majority of cases this shouldn’t be an issue, you should just ensure to enter your name as you wish it to appear when filling out the online application form as this will be used to confirm the preferred spelling.

    Please, guide me through how to pay online fees. I have tried my level best, every time it takes me to the page which end up at payment options and then nothing happens. However, I get an e-mail which attaches the form. Is it possible to pay the fee online, if so how.

  9. Dear Sir or Madam,

    I am stuck with “Incomplete application” order state and I am not able to resolve it myself. I do not see any way to pay online, submitting an application simply sends an email with a PDF attachment, where Postal Payment is preset. Moreover, the “Year of award” field in my qualifications is always empty, even though I have filled it. Although I have selected Fast Track 48 hours option, 96 hours have passed, but I have not received any help neither from built-in Messages function, nor after sending an email to communications@naric.org.uk. What am I supposed to do now? It is an urgent matter, as I need the Statement of Comparability in 10 days.

  10. Hi UK NARIC,

    Im trying to apply for Uni next year and am currently studying an access course to support my application.

    My question is, Does your Statement of Comparability work with unfinished university courses?

    I studied Biomedical Science in a University in the Philippines which I did not finish due to my family moving to the UK I did 3 out of 4 years.

    I have my transcript of records but obviously no certificate of completion.

    Do you have any services that would equate my transcript to UK equivalents?

        I just called your UK help line and have been informed otherwise,
        they told me that they will still issue a certificate in cases of unfinished university courses but it will mention in the document that its is incomplete. and because I have finished my high school or secondary education it will be compared and included in a different section of the certificate as well.

    Hope all is well at your end.

    I am glad to receive Statement of Comparability and English language assessment certificate. However, I have got the statement of comparability for only one qualification.

    I would like to get my remaining qualifications to be compared which are 3 in total.

    I will be pleased, if you tell me how to request the SoC for the remaining qualifications, and what will be the fee for the same. Will I be charged the same per qualification as the first time I was or will it be less?

      If you submit additional qualification(s) within three months of the initial completion of your assessment, we will charge £12.00 + VAT* (£14.40) plus your chosen delivery fee to add these to your Statement of Comparability, provided they have been issued in English, or you are going to enclose a certified English translation when submitting the new qualification(s). Certified English translations are not required where you have previously paid for the Statement of Comparability with Translation Waiver Scheme.

      If your request is received three months after the original assessment has been sent, you will need to upload a scanned copy (or submit a photocopy via post) of the relevant qualification(s) to UK NARIC, with the appropriate fee. If the documentation is in English, or you are also submitting a copy of a certified English translation, then the required fee is £46.00 + VAT* (£55.20) plus your chosen delivery fee. If the documentation is in one of the languages included in our Translation Waiver Scheme then the required fee is £76.00 + VAT* (£91.20) plus your chosen delivery fee.

      Please submit the required documentation to UK NARIC either online within the User Portal, or by post, stating your enquiry ID number and which service you now require.

      Payment can be made either by cheque or postal order, made payable to ECCTIS LIMITED, when submitting the documentation or by telephone using a credit or debit card once all the required documentation has been submitted.

      *If you are applying from an address outside of the EU, you are not required to pay VAT.

    My husband will apply for a spouse visa soon and in order to meet the english requirement – he is using UK NARIC SoC to prove his degree is equivalent to a UK Bachelors degree and sending this with a letter from the Institution confirming it was taught in english along with the original degree certificate. Is there any reason why this may not accepted when it comes to assessing the documents? i am concerned because he studied in Pakistan. Although it is very clear on their website that is all that is required (regardless of country of study). I keep seeing conflicting information.

    I am from Germany and want to become a teacher in the UK. I have got an Abitur (equivalent A-Level), a Diplom (equivalent Master) and a Ph.D (the Ph.D. I did in Australia).
    I wonder if I need a statement of comparability or if my certificates are sufficient. How can I translate my grades from the German system to the English one? Does a list with equivalent grades exist? What is a C from the English system in regard to German grades? I found heaps of different web pages but each states something different. Is there one where I can check the comparability of my grades?

      UK NARIC is the designated national agency for the recognition of international awards in the UK and details on how to apply for comparability can be found here. However this isn’t a compulsory document and organisations may be happy to accept your original awards, you should clarify the requirements of the organisation you are applying to first. If required the statement is not designed to replace your original awards and will not include grade information. However, when presented alongside your original qualification this can help organisations make a more informed decision in relation to your awards.

  14. Hello, I am from the USA and am interested in applying for teacher training starting in 2016. I need to provide evidence that I have the equivalent of GCSE’s at C level to enter training. I understand from UK NARIC’s site that I must submit high school transcript and diploma to meet this requirement. In New York City, where I attended High School, you can only be issued with a transcript, not a duplicate diploma. (I do not have the original.) The transcript should say that I have graduated. Would this be accepted for the statement of comparability?

      In many cases, UK NARIC will still be able to provide a comparison but we will need to see your documents to confirm, if you explain the situation when applying we can then clarify if there is sufficient information for us to proceed or we can clarify what further information / evidence may be required.

    Somehow it was impossible to reach your line this morning from my mobile phone.

    That said, I need to get my certificates verified for a meeting. I have got a French high school degree (Baccalauréat), and also a American Bachelor’s degree. Do I need to joined transcripts for both of these degrees?

    I only need to get this two diploma verified. Otherwise, I have read on your website that you do not accept a transcripts of less 200 hours credits etc… My American degree was a 120 hours credit bachelor. I would like to know what is the best option for me to do, the statement of comparability for both or also having a translation waiver for at least the French high school degree.

      We are sorry to hear about the difficulties you have experienced in getting through to us by telephone. The services that UK NARIC provides are in great demand and we do receive a high number of incoming calls, which are all answered in turn, as soon as possible. Inevitably there is some delay which can be quite lengthy at peak periods although we do try to keep the waiting time to a minimum as far as possible.

      In order to provide a comparison, we would require a copy of the final certificate/ diploma and transcripts/ mark sheets for each qualification.

      The 200 hours figure is guidance only and not an absolute rule. As your U.S. degree forms a distinct level of the U.S. qualifications framework, we would be able to provide a comparison regardless of the 120 credit hour duration.

      The translation waiver service removes the additional time and expense of acquiring a translation from a third party and enables us to process an application without the usual requirement of a certified translation.

      This service waives the requirement for submission of a translation; however, UK NARIC does not provide written translations for applicants. Should you require a translation of your qualification(s), you should contact your local translation agencies or the Embassy for assistance.

  16. Hi. I have English-language assessment certificates and a statement of comprability certificate. The date of the certificates are 11 th of November 2015. I would like to know how long does the certificates are value.? please tell me . In the certificates there is any expire dates. So how long can I use the certificates?

      Whilst qualification comparisons may change over time due to new research and information, the UK NARIC Statement of Comparability does not have a validity period. However, we are not aware of how the Home Office views UK NARIC Statements issued several months or years ago. For confirmation, we recommend you contact the Home Office directly.

      As an advisory body, the assessment provided by UK NARIC, although based on experience and informed opinion, should be treated only as guidance. The purpose of the UK NARIC service is purely to assist progress towards further study, professional recognition and employment. The decision to admit an individual is made by the institution, professional body or employer, where other factors may also be taken into consideration.

      Please note we compare only to the UK’s qualifications framework; you would need to contact an equivalent provider if you require a comparison to an alternative qualifications framework.

  18. HI UK NARIC, I got some question regarding my English Language Application. I have submitted all my school papers, which includes the following: Diploma, Final Grades, Certificate of Medium of Instruction-English. However, for UK NARIC to process it the comparable level of the qualification must be British Bachelors degree standard or higher. So does this mean that I have to get a Statement of Comparability certificate to qualify for the English Language Assessment Service?

      UK NARIC’s English Language Assessment is for qualifications that have been taught in English that are comparable to a UK Bachelor’s, Master’s or PhD standard, in line with the requirements of the UK Home Office. We are unable to offer an English Language Assessment for school level awards.

  21. Gentlemen,

    I would like to apply for a Statement of Comparability. I already have my final certificate and the transcripts in a certified translation. However, to my consternation the qualified translator signed at the back of the page translated. That means that if I apply online, uploading the certificate, I will upload the page translated and another page (the back of it) with only the signature of the qualified translator. Does this constitute a problem?

      The use of the academic ‘MSc’, ‘MA’, ‘BSc’ and so forth as post-nominal letters is not regulated in the UK and therefore there are no legal rules as to whether you can use these letters. It is at your discretion, and where you are using these for, which letters to use, if any.

  23. Hi Team,

    I have already contacted your advisers twice. I am very much impressed on how they handled my concerns. However, there is one issue that they may be unsure of the answer.

    I have graduated with a Bachelor’s degree in the Philippines. I was informed by your advisers that only four universities in the Philippines from which bachelor’s degrees have been obtained are considered to be equivalent to a bachelor’s degree in the UK. Unfortunately, my university is not included in the four mentioned. I will just confirm if there will be a chance, in case that I let you evaluate my degree (of course, to avail your services), that my degree may be that of equivalent to the UK? If yes, can you inform me of other basis from which evaluation is compared against other than by the institutions from the degree was obtained?

  24. I would like to apply for the Certificate of Compatibility to submit to the UK Dental ORE. I have a 4 year dental degree and have an individual Marks card for each year. Can I submit then as documents or is it Mandatory to submit one consolidated Marks card for all years?

    1. Hi, we appreciate that transcripts/ mark cards often come as multiple documents covering each year (or even each semester) and therefore this is not an issue. Please upload the marks cards for each academic year showing the full period of study with your application.

    I’m wondering if there is still a chance of having your issued comparability certificate?

    I have recently started studying at a high school in London after completing two years at a high school in Bulgaria, from where I come. I have been advised to apply for a Statement of Comparability in order to see if any of the subjects I did at the Bulgarian high school is equivalent to a GCSE. I need to do this because I am currently doing four out of the minimum of five subjects and five GCSEs requred for continuing to study as a Sixth form student.
    When I tried to fill in the request form for a Statement of Comparability, however, I saw that I need to submit a document for a qualification. I only have the trasncript of the record for the two years at my Bulgarian school. Can I still sumbit a request?

      As you did not finish your study in Bulgaria we unfortunately are unable to comment on your award; the Statement of Comparability that we provide is based solely on complete awards. Our advice would be for you to present the transcript directly to a school or college and they would need to use their discretion.

      The documentation required in order to assess your qualification(s) is a photocopy of your final certificate and transcripts of results for each of the qualification(s) submitted.

      A transcript of results is an official document issued by the awarding institute providing a breakdown of the subjects/modules covered within your qualification, and the marks/scores obtained in each of those subjects. This document provides us with information on the duration of your study, subject matter and detailed information on the nature of your study which is vital in the process of evaluating and comparing qualifications. These can often be issued retrospectively from your Awarding institution. It is advised that you contact your awarding institution directly and try and obtain this document. A Marks card can sometimes be sufficient for our services, however this cannot be confirmed until you have submitted the documents for specialists to take a look at.

      A final certificate/diploma is an official document issued by the awarding institute following completion of a qualification. It tends to be issued on or after a graduation ceremony and usually has a more decorative appearance. If you are unable to provide the final certificate/diploma, you can submit the information you have for consideration, in order to see if we are able to do an assessment based on the available documentation. If we require further documentation in order to proceed with your application, you will be notified by email. Should we be able to carry out the assessment then we may include the following disclaimer: Although no final certificate has been presented, evidence of successful course completion has been provided.

    I’m currently doing my final year study of bachelor degree in Ireland. I have received the conditional offer from my master college. They require a NARIC statement of comparability. I recognize the deadline for me to submit it to that college is before September but i can only get my transcript before that time. The certificate will only be available after graduation ceremony which is in November. Would it be possible to apply for comparability statement with my final transcript and other relevant documents?

      Providing that your transcript confirms that you have completed the course and you can provide a supporting letter from the institution that confirms completion, we should be able to offer the Statement of Comparability service. We may however include a ‘no final certificate’ disclaimer as additional information on your statement. The ‘no final certificate presented’ statement is merely a disclaimer stating that we have not seen the final certificate; it does not affect the outcome of our assessment.

      In the application process please confirm you are unable to present the final certificate as when our specialists check the documentation they will ask for the document as a precedent.

    because i have completed my primary and secondary schooling in india. I have completed my Bachelor of engineering(duration of study 4years) in computer science 2015(passed out). i get the graduation certificate in 2016. Here everyone getting their degree certificate after one year.

    Now i need to know what is duration of award in years and months.

      The duration of your award would be how many years and/or months that you studied that particular qualification for.
      If it was a 4 year degree then the duration of the award is 4 years.

My Son did his studies in USA at the end of year 11 he came to UK & has joined a school where he will be doing GCSE but unfortunately the sixth form colleges ar3 asking for the Letter of compatibility.     I have a dilemma. I do not have a final diploma, but I have a certificate with all the information on it, give it to me by the University. On this certificate, I also have the academic record but not the transcript of all the courses I took during my academic years. Do I also need the transcript or it is enough that I have the academic record?

      The usual requirements for a Statement of Comparability are a copy of the final degree certificate along with a copy of the full academic transcripts/ mark sheets. Where the full documentation is not available, we do endeavor to proceed where possible, however this cannot be guaranteed. I would recommend submitting the documents you do have via the online application system and a specialist can review these to see if there is sufficient information/ documentation to provide the service.

      It would depend on the qualification you hold, and what age children you wish to teach.

      The qualification must be relevant to Early Years Education, and you must provide the final certificate, transcripts/mark-sheets, a detailed description of your course content, as well as evidence to confirm the age range covered by the content of your course. You will also need to have GCSE equivalent school award(s) to work within the Early Years sector, which you may wish to submit to us to have assessed.

      If you want to work in the Early Years sector with children from 0-5, then the Early Years Service is right for you.
      However, if you want to work as a primary school teacher, for example, then our normal Statement of Comparability service will give you qualification comparisons relevant to your needs.
